Tile Roofing is considered "water-shedding" rather than "waterproof." They depend on a steep enough slope for water to run off the surface quickly.

When installed on a low slope such as this one in the picture, even the smallest amount of debris accumulation (which will happen even faster with the low roof slope) will cause roof leaks.
